Install the source MSI first, then a test user opens Excel and click install button to install the plugin onto Excel. Export the below registry key hives HKCU Software Microsoft VSTO Security Inclusion (this key will supress the above dialog box popping up) HKCU Software Microsoft VSTO SolutionMetadata (I exported this key as well since it was generated as well once user installed the plugin onto Excel). Create an Active Setup in a MST to import the above keys to HKCU. Hope that help people with similar problems.
